Lesson 4. Union Executive: President, Vice-President, Prime Minister, and Council of Ministers
The functioning of the Union Executive lies at the heart of India’s parliamentary democracy. Detailed preparation is needed on the election process (including the electoral college and single transferable vote), qualifications, impeachment process, and, most importantly, the executive, legislative, financial, judicial, and emergency powers of the President. The critical concept of the President acting on the ‘aid and advice’ of the Council of Ministers, and the limited scope for discretionary power (as in the appointment of a PM in a hung parliament or in the case of a ‘Proclamation of President’s Rule’), is a complex and often-tested area. The position of the Vice-President, the Prime Minister’s role as the head of the Council of Ministers, and the constitutional provisions regarding ministers (Articles 74-78) are all essential. Additional Resources: Analysing recent events (e.g., the process of President’s Rule in a state, presidential pardons, speeches) in light of constitutional provisions is key. The website of the President of India and Rajya Sabha TV discussions provide contemporary relevance. ARC (Administrative Reforms Commission) reports on the executive can provide deeper insights into operational challenges.
