Lesson 9. Governance: Transparency, Accountability, and e-Governance
This is the most dynamic part of the polity syllabus, bridging static knowledge with current affairs. It encompasses key legislation and concepts: The Right to Information Act, 2005 (its provisions, exemptions, role of Information Commissions); the Lokpal and Lokayuktas Act, 2013; the role of NGOs, SHGs, and civil society. E-governance initiatives (Digital India, UMANG, CPGRAMS) and their significance for transparency and service delivery are important. Issues of transparency and accountability in institutional setups, the concept of social audit, and citizens’ charters also feature. Preparation involves linking static laws to recent news like amendments to the RTI Act, appointments of the Lokpal, or debates on NGO regulation. Additional Resources: Annual reports of the CAG often highlight issues of accountability and governance deficits. The Digital India portal and MyGov platform are practical examples to quote.
